Why would you? It is just like a normal ray of light. The only difference is that it is upgrade III and fully charged... Even if a normal (non-promo) ray of light was fully charged and upgrade III, no one would use it... There is no difference...

I believe that if we make a promo spell that it must be "visible". It must be a spell where you can actually notice that it is promo, a spell that lasts for a while and isn't just 1 sec long.
This being said, I will give some examples of cards that I think would be ok/look nice if we made a promo from:
Thunderstorm, shield building, regrowth, nether warp, mine, home soil, hurricane etc... Spells that last a few seconds.
