Actually they weren't even available for normal users in 2009 when the game has been created. We couldn't invest time to actually fix the game UIs in size to look good on 4K resolution. The only setting you can change is the chat font size. If that's not sufficient for you, the only way is to use another resolution in fullscreen or play the game on another screen.
