We actually will not be giving out such starting boosters anymore, since those heavily encourage multi-accounting. Although keep in mind there'll be plenty of achievements to help new players in the start. Slightly adjusting the booster rarity distribution could certainly be a consideration before the release. The current booster drop rates were designed to be similar to what EA had, but are supposed to be slightly more generous in regards to giving out rarer cards.
What application are you using to extract the game? I think I heard before that Drag&Drop from the archive to the target folder might cause such issues. Have you tried extracting the archive via the context-menu?
If I were to fix this, then Disenchant (Purple) will also prevent these ice shields from being reapplied. Although interestingly Disenchant purple does not remove the ice shields. Imo that is a balancing issue.
That's just how aura effects work, I don't think there's any easy fix we can do here.
In order to make this work, I'd have to rework the functionality behind the card.

The reason you were not able to login, is because the servers were not up.
It's not a bug, you did not have enough power to cast the ability when the animation finished. That's why it did not go through, and why it did not go on cooldown.
